Details of the Request For Information as issued by the Government of India for the Indian Naval MultiRole Helicopters.
The Ministry of Defence, Government of India, intends to augment the fleet of existing multi role helicopters (ASW/ASUW/Special Ops Commando) with suitable new-build Naval Multi Role Helicopters (NMRH), with comparable performance and ASW, ASuW, SAR, ELINT and Special Operation / Commando operation capabilities.


The basic helicopter for all three roles viz ASW, ASuW and Special Operation / Commando should be same with common airframe, engines, avionics etc for ease of maintenance training and Op-logistics issues. Capability should exist in the helicopter for role specific configurations to be achieved with ease.

NMRH should be capable of ASW, ASUW, SAR, ELINT and Special Operation / Commando operation capabilities as integral elements of the fleet ships of the size of frigates (Godavari class) and above up to aircraft carriers.

Primary Roles of  Indian Naval MultiRole Helicopters
(a) Primary. The primary roles of the helicopter would be as follows:-
(i) Anti Submarine Warfare (ASW).
(ii) Anti Surface Warfare (ASuW).
(iii) Special Operation / Commando Operations.
(iv) Amphibious assault.
(v) Troop Carrier

Secondary Roles  Indian Naval MultiRole Helicopters
(i) ELINT
(ii) Search and Rescue.
(iii) External Cargo Carrying.
(iv) Casualty Evacuation.
(v) Communication Duties.
(vi) Combat Search and Rescue.
(vii) Anti terrorism / anti piracy.

Special Ops variant
The Special Ops variant / Commando variant should have the capability of being armed with free flight rockets, guns, sight for firing of rockets. The helicopter is required to be armed with the following as optional fits:-

(a) Two weapon boom / stub wing mounted weapon stations, one on each side, capable of being fitted with rocket pods, with at least 12 x 70 mm rockets each. Latest HUD based sighting system with a standby fixed sight.
(b) Pod mounted 12.7 mm / 20 mm guns capable of being fired by the pilot / gunner from the helicopter.
(c) Helicopter should be able to carry external load of 6000. Helicopter should have necessary armour plating.
(d) Should have provision for fitment of equipment for CSAR role.
(e) The helicopters should be able to operate in adverse weather conditions by day and night.

Helicopter Performance (ASW / ASuW Variant)
(a) The helicopters should be able to operate in adverse weather conditions by day and night.
(b) The helicopter should be capable of compiling an integrated surface and subsurface picture of the area under surveillance.
(c) The helicopters should have the ability to autonomously locate and destroy surface and sub surface combatants.
(d) The helicopters should be capable of providing targeting data to other units.

Ship-borne Operations
The helicopter should be able to operate from frigate (Godavari class) and larger ships. The helicopter should also be capable of operations from oil rigs / off shore platforms.

The helicopter should be capable of being reduced in dimensions (through folding of main rotor blades/ tail pylon etc) to cater for space restrictions and movement inside the hangar length (15.5 M), Width (5.5 M) and height (5.3 M) with safety margin considering all the necessary routines/repairs required to be undertaken on the helicopter.

Sensors
Radar, Sonar, Sonics System, IFF Transponder, IFF Interrogator, ESM, Data Link and Electro Optical Devices, UHF SATCOM, AIS. Performance of radar, details of number of targets which can be tracked, height finding capabilities, MTI/GTI facility, blind zones / arcs, ISAR, ECCM features. Specifications of ESM and AIS that can be fitted.

Weapons
Anti Ship Missiles (ASM), Light Weight Torpedoes, Depth Charges.

Provide complete technical and feasibility information. Provide radar detection ranges for 1 M2, 10 M2, 100 M2 and 1000 M2 target at about 500 ft, 1000 ft and 3000 ft helicopter altitude.

Details of mission control system, tactical display system, sonar, sonic system, sonobuoys, EOD, navigation system, feasibility of SATCOM, datalink, self defense facility, rescue winch operations.

All vendors are to suggest the life cycle costing model, including but not limited to cost of acquiring, operating and maintaining these helicopters for a life span of thirty years from date of acceptance.Maximum All Up Weight of the helicopter should be between 9 and 12.5 tons.
